Russia and North Korea maintain a robust alliance, as their leaders often demonstrate. However, the extent of their cooperation—particularly after North Korean troops joined the war in Ukraine—raises new concerns. Russia has long provided Pyongyang with animals, artillery, and crude oil, violating international law. Now, the U.S. has identified two more “gifts” that could make North Korea’s military more formidable.
An alliance with military implications. North Korea is gaining significant military experience by fighting alongside Russian forces in Ukraine, a development that makes it “more capable of waging wars against its neighbors,” according to U.S. officials.
Dorothy Camille Shea, deputy U.S. representative to the UN, stated that more than 12,000 North Korean troops are currently operating in Russia’s Kursk region. They’re reportedly accessing Russian military equipment, technology, and training. This experience could enhance Pyongyang’s defense capabilities and expand its market for arms sales and military training contracts. But that’s not all.
Satellite technology. Secretary of State Antony Blinken has warned that Russia may be sharing advanced satellite technology with North Korea in exchange for its support in the war.
Blinken confirmed that North Korea is receiving military equipment and training from Moscow. He also stated that the U.S. has evidence of ammunition and missile transfers to Russian forces, despite denials from both governments. This cooperation raises international concerns, potentially strengthening North Korea’s military while violating global sanctions and increasing regional threats.
Implications for global security. North Korea’s satellite program, which has been hampered by repeated failures, could see dramatic improvements with Russian assistance. Although Supreme Leader Kim Jong Un announced the success of a military spy satellite in November 2023, progress has been limited.
With Russian help, Pyongyang could enhance its ability to identify targets and launch missiles more precisely, posing a greater threat to Asia and the world. Some experts argue that improved intelligence capabilities might also reduce North Korea’s paranoia and prevent miscalculations.
An exchange and its consequences. Over the past year, Russia and North Korea have deepened their partnership, exchanging raw materials, food, crude oil, and technical expertise for North Korean ammunition and missiles now seen in Ukraine.
North Korea has also deployed thousands of troops to support Russian forces. Blinken highlighted this as a key factor enabling Russia to sustain its war effort in Ukraine. Furthermore, the alliance could lead Russian President Vladimir Putin to formally recognize North Korea as a nuclear power, shifting Moscow’s stance on denuclearization and exacerbating global tensions.
The future of the war. Ukrainian President Volodymyr Zelensky continues to stress that any ceasefire must include security guarantees, Western arms support, and the possibility of partial NATO membership.
Zelensky has also asserted that “Trump’s strength” will be critical to resolving the conflict, emphasizing the importance of continued military aid. He noted the role of Elon Musk’s Starlink system, which has been vital for battlefield communications.
The nuclear threat. The growing Russia-North Korea alliance increases geopolitical risks, especially with Pyongyang advancing its nuclear and technological ambitions. Despite UN sanctions since 2006, Russia’s support complicates enforcement efforts. With Moscow’s veto power on the Security Council, imposing new punitive measures seems unlikely.
Meanwhile, the U.S. and its allies cautiously monitor a conflict that remains a flashpoint on the global stage, with potentially devastating consequences for international stability.
